Starting situation
As part of the digitalization of the public health service (ÖGD), many authorities faced the same challenge: data, applications, and user access were distributed across different systems and only loosely interconnected.
With new digital processes and increasing demands for collaboration, transparency, and speed, it became clear that existing structures were reaching their limits. The goal was to modernize this evolved system landscape and create a consistent digital working foundation for the ÖGD.
Challenges

Merge distributed user structures
Different user directories and systems had to be connected consistently with each other.

Meet high security and data protection requirements
Implementation of specifications for authentication, access, and data processing in the public sector.

Map complex role and permission concepts
Different user groups and organizational units had to be clearly structured.

Integration into existing specialized applications
Integration into an existing system landscape with various interfaces.

Consider multiple user groups
Support for authorities, case workers, and external users.

Build scalable architecture
The solution had to be flexibly expandable for future applications and requirements.
