Digital Vehicle Registration: Easy and Fast Processing from Home
With the help of evia, a new system called i-Kfz was introduced to digitize vehicle registration in Germany.
This system allows citizens to conveniently register, deregister, or re-register their vehicles online from home, without needing to visit the registration office. Since September 1, 2023, the process has been fully automated thanks to the new vehicle registration ordinance and the introduction of i-Kfz Level 4, significantly simplifying it. A major advantage of the new system is that vehicles can participate in road traffic immediately after online registration. Furthermore, the costs for online registration are lower than for in-person registration at the licensing authority.
Another game-changer is the option for legal entities. Since September 1, 2023, legal entities with more than 500 registration processes per year, such as car dealerships, insurance companies, automobile clubs, and registration service providers, have been able to register for the use of the large customer interface (GKS) with the Federal Motor Transport Authority (KBA). This allows companies to handle registrations in large numbers for themselves and for other individuals.

Starting situation – as of 2021:
More than 3.2 million vehicle registrations are processed annually through the registration offices.
Although appointments for vehicle registration can be booked online and personalized license plates reserved since 2020, all further steps for vehicle registration, re-registration, or deregistration still had to be carried out in person.
The i-Kfz project was launched in 2019 by the Federal Ministry for Digital and Transport, which selected Baden-Württemberg for the implementation of internet-based vehicle registration.
The order was placed by the Ministry of the Interior with the Komm.ONE Public Law Institution, the IT service provider for the municipalities, awarded.
In cooperation with the Ministry of the Interior and on behalf of Komm.ONE, the evia team initiated an „One for All“ (EfA) process. This means a uniform development for all municipalities in Germany. Previous approaches for the internet-based motor vehicle registration procedure (i-Kfz) could not be implemented as an EfA process.
i-Kfz is another important step for digital administration. Vehicle registration has become simpler, faster, and cheaper in many places. A total of more than 600,000 transactions have been processed with i-Kfz.

Challenges in Digitizing the Vehicle Registration Process

The goal was to develop a comprehensive, digitized end-to-end process for vehicle registration procedures with a connection to the Federal Motor Transport Authority for the smooth handling of the vehicle registration process by combining automated procedures, a user-friendly interface, and a robust technical infrastructure.
Smart Solutions for User-Friendly Vehicle Registration Processes
Implementation of the OZG service „Apply for internet-based motor vehicle registration“ on the OZG-HUB platform.
In cooperation with the development team of the Ministry of the Interior of Baden-Württemberg, a nationwide process has been developed that allows both legal entities and private individuals to register, re-register, and deregister vehicles.
A SCRUM-based development team specializing in frontend development was assembled for this purpose. By using a React frontend, a user-friendly interface was created that can also be flexibly adapted to individual requirements. Automation plays a central role in efficiency and quality.
As part of the project, a Gradle and Concourse pipeline was introduced to ensure a smooth workflow from compilation to deployment.
In addition, microservices were implemented in a container environment, and the large customer interface (GKS) at the Kraftfahrt-Bundesamt (KBA) was integrated. The setup of CI/CD pipelines was also realized.
For implementation, BPMN processes were developed and modeled at the beginning. The JSON forms used in the process were created with JSONata, and their evaluation and rollback were implemented with Groovy. In the frontend, the focus was on the evaluation and display of the corresponding forms, as well as the connection and creation of the middleware service with REST/SOAP interfaces. Further tasks included load and performance tests, logging with Kibana and ElasticSearch, test and error management, and the rollout of the application on the platform.
